Soumis à une forte croissance démographique, une rareté foncière et une politique agricole (PAC) incertaine, ce schéma de cohérence territoriale à l'horizon 2003 tente de répondre par un projet territorial de maîtrise de l'étalement urbain. Il a été abordé dans l'esprit d'une moindre dépendance automobile et d'une consommation maîtrisée; l'articulation entre schéma "de transports en commun des champs" et de plan de prévention des inondations, a servi de trame à la proposition.

Because of the pressure of an important population growth, the housing shortage and an unstable agricultural politics, the SCOT in 2003 tried to contain the urban enlargement with a territorial project. It has been thought in order to have less car dependence and a consummation control. The link between “the land public transportation network” and flood prevention plan has been used as a support for the proposition.
