Florence Bougnoux

Architect and town planner

Florence Bougnoux, architect and town planner, is an associate, co-managing partner and joint founder of SEURA architectes.
Her environmental approach to town planning has led her to design a large number of sustainable districts, giving spatial representation to the research into biodiversity and nature in the city, urban agriculture, eco-mobility and energy transition that she carries out within the work groups that she runs.
She is currently managing the flagship Raquet eco-district project in Douai which was labelled by MEEDDAT in 2009, 160 hectares to the north of Paris, as well as the development of the upper area of Rue Nationale in Tours which falls within the perimeter of the Outstanding Universal Value Area represented by the Loire Valley, the urban coordination of 300 hectares around the southern part of the Lille ring road, and the transformation of the Pharmacie site in Châtenay-Malabry site into an economic campus.
As well as being winner of PUCA’s Sustainable Urban Villas 2 competition in Rouen and author of the Aubette-Martainville project she has just handed over for I3F, Nexity and Kaufman & Broad, she has also designed the Brulon-Cîteaux craft centre in Paris’ 12th arrondissement, housing in Les Lilas for Sogeprom and the Agnès villa in Lille. Her close attention to architectural detail is revealed through her continuous work on matter and light, as well as her research into new ways of living together and the evolutionary potential of housing units, especially through the Héliolille project in Lille.
She shares her French experience with international BRICS professionals through her work with the Ateliers de Cergy NGO of which she is an active member and secretary of the Scientific Committee.

Jean-Marc Fritz

Architect and town planner

Jean-Marc Fritz, architect and town planner, is an associate, co-managing partner and joint founder of SEURA architectes. He has designed a large number of new and rehabilitation projects concerning public housing and amenities both in Paris and in the provinces.
He successfully carried out the restructuring of the Denfert-Rochereau RER station and its surrounds in Paris. Among the public spaces that he has designed, it is worth mentioning the layout of the central reservation on Boulevard Richard-Lenoir over a distance of 1,8 km, the Chapeau Rouge esplanade in Bordeaux and the Place de la Ve République in Pessac.
Currently responsible for the layout of the Halles district having developed the project and studies with David Mangin, Jean-Marc Fritz is now working on the old and the new Forum shopping centre, the underground roadways and car parks, the pedestrian sector and the Halles park.
In 2008, along with David Mangin and Florence Bougnoux, he published a book entitled Les Halles, villes intérieures, projet et études Seura 2003-2007 (Éditions Parenthèses) and regularly gives conferences on this theme.

David Mangin, architect and town planner, is an associate, co-managing partner and joint founder of SEURA architectes. He works on large urban projects in France that integrate the transformation of large shopping centres or commercial wastelands : Les Halles in Paris, the Pont de l’Âne Monthieu district in Saint-Étienne, the transformation of the commercial zone to the north of Strasbourg, the TGV designated development area (ZAC) in Mulhouse and the Seine-Ardoines sector in Vitry-sur-Seine.
Since 2008, he has participated in the international consultation concerning Greater Paris, first within Groupe Descartes and then as a member of the AIGP scientific committee as leader of the SEURA / David Mangin group.
He teaches at the École d’architecture de la ville et des territoires de Marne-la-Vallée and at the École des Ponts et Chaussées. He runs a seminar at ENA.
Author of a large number of articles, he created the EAV magazine in 1996 and his books, Projet urbain (with Philippe Panerai, Éditions Parenthèses – 1999) and La ville franchisée, formes et structures de la ville contemporaine (Éditions La Villette – 2004) are highly respected. In 2008, he published Les Halles, villes intérieures (Éditions Parenthèses) with Florence Bougnoux and Jean-Marc Fritz. These works were followed by La ville passante (Éditions Parenthèses – 2008), Agir sur les grands territoires (Éditions Le Moniteur – 2009) and Paris Babel (Editions La Villette – 2013).

Eurylice Roncen

Architect and town planner

Eurylice Roncen, architect and town planner, has been a SEURA architectes associate since 2013, and worked the agency since 2005.
She has participated in the development of large scale urban projects, public space development projects and apartment block projects. She has also worked on the urban development of Sihanoukville in Cambodia, carried out studies for the redevelopment of the A 86 motorway – RER E suburban express railway hub, the strategic plan for the Gonesse triangle, the layout of the Halles park, the layout of the Place de la Ve République in Pessac and apartments in Grande-Synthe.
She is currently responsible for the Toulouse Montaudran Aérospace development project for which she is in charge of the project management studies for the public spaces and the urban and architectural coordination of the ZAC (designated development area).
She has worked with David Mangin on books published by the SEURA agency and, in particular, Paris Babel (Éditions La Villette), Agir sur les grands territories (Éditions Le Moniteur), and La ville passante (Éditions Parenthèses).
